Do you need an amp to use this, or can you just connect it to speakers?

You need a power amp to connect it directly to speakers. This acts just like a modeler with cabinet simulation. But you can connect it directly to a PA system

can this be plugged into the front end of an amp like effects pedals?

Yes just like any pedal patch in and out
