Does the hair grow back thicker

Yes it does, because it mostly plucks fine hairs so it grows back thicker.

Does this tool work for fine and short fair hair on the top lip?

It primarily works on fine hair. I have a hard time getting it to pull thick stubble, but does great on the fine long & short hairs I don't want pulled. It's also hard to pull that certain, individual hair.

How long does the hair have to be?

As long as it's not the hair on your head, it works.

Does this tool work for fine and short fair hair on the top lip?

Yes it does!! I use it on my chin, lower and upper lip, and all around my mouth as needed. It may not get a really coarse hair but it's great for all the fine ones. Also, These make good "gag" gifts for older lady friends, those you know well enough to commiserate about facial hair, that is!!
