Do the kilts come already dry cleaned from assembly or do we need to have it dry cleaned prior to wearing?

The kilt comes ready to wear. I recommend the dry cleaning afterwards when needed.

can i order more of the pockets/pouches separately?

I did not see any way to purchase extra pockets, yet there are pouches available. You can attach the pouch to a stylish belt and the rock that kilt!

When i measure around my waist at belly button it says its 62 inch can i get a kilt that big?

I'd contact the company and ask directly, making sure that any and all measurements needed are reviewed.

Where is it imported from? Is it comfortable in muggy hot weather?

It has a denim feel to the material and is surprisingly comfortable in hotter muggy weather. I wear mine to an annual party in late July in Ohio and have kept it with a traditional (free air flowing) manner in absolute comfort.
