How to take it off? Make up remover is not working..

I use Mario Badescu's eye makeup remover cream plus a Flent eye wipe. I do not like tugging on my eye skin.

Should the product have a seal on the tube? My eyeliner didn’t.

No, I’ve purchased it a few times. There is no seal

When it dries, is it glossy or matte?

People say it is matte but I notice a slight sheen to it.
